Rosemary O'Rourke

Rosemary is a highly experienced leader of community behavioral health initiatives and has served as Executive Director for major community-based behavioral health provider organizations. With a history of over twenty years of successful leadership and management experience, she has held senior executive positions with community behavioral health provider organizations in Philadelphia, Montgomery County, Bucks County and Washington, DC. Rosemary is an expert in mental health/non-profit program development and financing with particular areas of expertise including Medicaid/Managed Care, government and private grants and contracts and related fundraising and development initiatives. Demonstrating significant accomplishments in system-wide initiatives to support mental health advocacy, program development and service delivery, she has developed and implemented major federal, state and private grants and research projects utilizing evidenced-based practices and evaluation strategies focusing on improving access to community-based behavioral health services and natural community supports. She recently developed, implemented and managed federally funded school-based behavioral health services in a public/private partnership with the Washington DC public school system and the US Departments of Education, Health and Human Services and Justice. Rosemary has a strong background in designing and implementing systems to actively assure the voice and participation of employees and consumers in the design, evaluation and improvement of behavioral health services.
